Sounds like it may be a relay issue, I would disconnect the blue/green wires that run from the hydraulic actuator to where they disconnect at the relay harness. Once you have disconnected them then jump the blue/green wires to a 12 volt battery by touching green to pos and blue to neg at the same time. If the unit operates then it is a relay
